I have about 20 websites. These are directories, each devoted to a separate city. I have become convinced that it would be better SEO to move them all into one large website. But I want to avoid engine penalties for duplicate content, so after I have moved them into the larger website, should I just park the originals, or what? As far as engines are concerned how do they treat parked websites?

I would just make very generic pages with proper links to your main website.

there are no penalties for duplicate content, they are simply filtered out.

The safe way is to 301 redirect all the other pages into the one you want to use, that way you have control over which site is listed in the SEs

What if I just erase the content of the old site and replace it with a link to the new site. Will work, and how will the engines view that?
What attitude do the engines have toward parked domains?

SEs don't have "attitudes" they are simply chunks of code.
Aliased domains are treated as duplicates and eventually all but one will be filtered out. You have no control over which one will remain.
