Actually most of the "tips" are complete crap, there is no such thing as the "ideal" keyword density, just forget about and use human readable copy instead of trying to stuff keywords in.
Lets go throught this shall we!!!
1/ Find right Keyword Phase by doing Keyword research.
Agreed
2/ Register a domain name with your top keyword in it.
For what?? It doesn't help with SEs
More important is that you have a brandable and memorable domain name
3/ dashes do not matter, but get past two and it looks stupid, and again using keywords filenames is of very little use.
4/ Why should this matter so long as they are reliable, Less websites hosted? what does this mean?
Some servers can be overloaded with 1 site running, others can have a thousand sites hosted on the same server without any problem at all.
Please explain what a "good IP address" is ??
5/ surely you mean keyword
phrase
6/ Meta tags are of
NO use for SEs, and have been for a very long while now
7/ Why??? you should use <hn> tags for their correct purpose, that of putting structure to a document.
8/ Just plain and simple rubbish.
9/ You can't have inbound links on a page. All links on a page are outbound from it.
There is no such thing as a "good" number, you have as many or as few as the page/site requires.
10/ Huh ??
11/ sites do not
always require a link exchange.
12/ doing well here, 2 correct and useful points out of 12
13/ failed again. There is no need to submit to search engines
EVER
14/ Why?? monitor your
sales or conversion and you only need to optimise properly the once.
15 OOh! look wrong again! it's robot
s.txt and it is only to exclude crawlers so it won't help.
Put simply you have selected a big chunk of
bad advice to put on your (now de-linked) "made for adsense" site
