don't need a url

Google will show a text snippet of (in no particular order);

The page title tag and page meta description tag, provided it matches the search term the user entered.

The page title tag and one or more short snippets of text from the body content where the search phrase is found.

The DMOZ title and description. Never seen any correlation why it happens.

What Chris said. Google will use any of what Chris mentioned as a description for your link. I've never seen a good answer as to why they use one over another though I would suspect it's what they consider most relevant to the search query.

Again like Chris and
Vangogh
have said Google will sometimes use parts of your site instead of your full page description and title. I have found this to be because of relevance. If your meta tags do not seem to
relevant
to your site they may create your own from your page. Or even if they are relevant but Google believes you are spamming them they may decide to create their own. Keep your tags relative and to the point. And try not to repeat keywords over and over.

this happens when the search word or phrase is not found in the description but somehwere else in the web page.
then google shows that part of the web page where the search term is found and not the description meta tag because it is not relevant for that search term
