It is the links that make the PR which has no effect on anything so who cares? If PR effected my rankings I could get a site on the top for 'Gambling' in no time. I have had a couple domains with a PR6,7,8 and still my killer domain whch is currently 3 is outranking them by a good degree/

PR only aobut how popular your site, it does not mean that listing on SERP, a good content on your site can get the top position of your site but only a good page rank cant do this, there are many factors occurs when you get the result on SERP.

Both are important the means of the pr is importance of the page in vision of google only ,But your site must be content rich in all vision in the easy language because when new user comes out visit your site so first read the content don't know the page rank when visit .So i think content should be rich
