I have come across quite a few sites which have PRs to the extent of 5. However, when I check backlinks for those, there are hardly any. Some had about 5 backlinks while others had none. Also, there isn't much content found on the site but for many outward links.

How much of a weightage does outwards links have for an SEO?

Both the link: operator and toolbar PR are inaccurate, so if you are using these, things won't necessarily add up. Content has no direct influence on PR.

I wouldn't think about linking to other sites from an seo standpoint - do it from a user's. If it makes sense to provide a particular link for your visitors I would do it, not because I would get any seo benefit.

gringo, keeping in view that they are inaccurate (or in other words, that the associated PR is only partly right, say, a level down than what it actually is) what optimization could have been implemented in the site below to earn a rank of 3?

I ask this because from all the SEO articles I have read (including Vangogh's) to earn a PR (though it's a little inaccurate), it takes a lot of optimization - keywords, metatags, structure, inlinks, backlinks, content etc.

I've not looked at the linked site, but I can tell you that PR is calculated solely on backlinks. I know that Vangogh's information is usually pretty good, so could it be that you misunderstood his article?

Though the factors you mentioned above are important to seo, only backlinks affect PR.

It isn't that hard to get a PR3.

Here is something I believe solely on my personal experience:
Usually when one of my sites gets indexed and the domain name is completely new with barely any backlinks, but got indexed by Google, I get a PR1

If the domain name is a few months old and has a lot of backlinks, I get a PR3

SEO isn't as hard as you think, Signature Links and Co-Op Advertising can bring in a lot of static links to help you out!

If your site is a blog which is updated daily, you could probably pull off a PR4 really soon!
