i read it first, and check if it has a huge link partners, if yes. maybe content is in quality mode.

when your into link exchange choose sites that is of relevant to you and with good link popularity but less outbound links...

first and foremost, it will be better if a link exchange partner is related to your site. visit their site and from there you can see if it has a good content

Just visit their site and make sure that they are not a part of a "bad neighborhood" - spend a few moments and review the site.

There are actually 3 easy ways to get about this deal. They are :-

Check if it is related to the site's content.
See if it is good by reading it.
Confirm that it is not duplicate content by using tools as Copyscape.

4. consider the page on where they will put your site link
