The best rules to remember about anyone who deals in SEO are these:
Any SEO or company offering a service via direct marketing/cold call/UCE isn't worth their salt. The good ones are too busy to bother with that stuff.
Any SEO or company offering a service via the same methods is indirectly telling you that your methods are fine, particularly if you don't do any offline marketing. How else will these people find you? (I actually called a dedicated SEO out on this once and got him to admit it on WebProWorld, but I forget where the thread is.)
As far as dealing in a multilingual environment is concerned, the only thing I can suggest is to make sure that you have someone for each language that is not only familiar with the language, but also the culture. Many people who speak a language other than English don't want to deal with a bilingual person whose mother tongue is English, regardless of how well he/she speaks the other language, because of these cultural issues.
So if you're going to offer this service, have someone on staff that can deal with your customers in each language. It's an expensive proposition, but it's probably the only shot you have to make it worth your while.
