Are there any systematic way or techniques to gain PR3 on Google for such keywords on celebrity names???

Why do you want a PageRank of 3? What will that do for you? How is it better than, say, having a PR of 4, or even 2? The only use for a particular PR number is selling links, and then if you sell a link to a bad neighborhood, you'll loose your PR, maybe even get de-listed.
But "toolbar" PageRank ( which is what we're talking about; we don't even know what scale the real thing operates in, 3 could be the best or worst of the web ) is assigned to a page once a quarter. It doesn't depend on the keywords someone wants to find info about. If you achieve PR 3, a search for Jennifer Anniston, Idi Amin, or monosodium glutamate won't change your PR. Although by the sound of it, you'd only come up ( somewhere ) in the results for the first example.
This is why people say PR is unimportant. You could have a PR of 10 ( almost impossible ) while my black and white article only has a PR of 2, but if someone searches for black and white, my page will come up much higher than yours, even though you have much more PR.
Now let's answer your question. PageRank is a measure of how many other pages link to one of yours, and what quality they are. Notice how I "dropped" a link in this message? It's one more ( out of thousands ) for the 'bots to count, although it's a low quality link ( because forums are so easy to get links in ), so it takes thousands. But the other thing I did was choose the anchor text for the link, the text you click on to go to my site. This tells Google the page we're linking to is about b/w. That doesn't do a thing to help my PR, but it helps me come up higher in the rankings when someone searches for black and white photography.
So to wrap up, the systemic techniques you're looking for are to gain links with whatever anchor text are your most important keywords. There isn't any particular number of them you need, because their quality or weight varies so much.

Everything that ForrestCroce said is what I would tell you, and I'm pretty sure at least half a dozen others on this board would as well.
PR is about as useful as a civil servant. If you want to rank for celebrity names, you need to have useful information about those celebrities (which you probably don't since 99.9% of celebrity info is held under a microscope, analyzed, reanalyzed, disseminated, and interpreted six ways from Sunday) and you'll need to find the people who will find that information useful and link to it under the celebrity name.
Even then, that's a longshot, unless you start targetting B-to-D-list celebs (WE WORSHIP THE SHINY ONE!)

I would imagine celebrity searches are highly competitive. Meaning a lot of other people are trying to reach the same #1 position. You've already been explained how PR is just a measure of your links, so you can follow the short answers ( directories, links in signature ) and at least catch up somewhat with the other celeb sites.
But if they've moved beyond the "link hunting and gathering" stage, this won't be enough. ( And the "me too" answers don't seem to understand this. ) You'll have to move into real SEO.
And like Adam says, that means having good, unique content so other celeb fan sites will link to you. That, more than anything else, is what you need to do to realize your goal of getting PR3 or coming up high in search.
Now I'm curious, too. Why 3?

Don't you know that 3 is the magic number. Why do you think that's how many wishes a genie offers when you let him out of the bottle. Three strikes and your out. Three goals in a row is a hat trick.
See it's all about 3.
Just a quick story about PR. I think there was a PR update recently. I noticed many pages on my site drop from PR5 to PR4. Over that same time Google has been sending me more traffic. Hmm? PR goes down, Google sends more traffic. Think about it and draw your own conclusions.

Saying PR is not important is just like saying your GPA is not important. It's true, but too often when you apply for a job most people do care about your GPA *____*.
A very good example in my case: I have a new website that I want to promote, and link exchange is just 1 of many ways to do it. However, the site currently has PR 0, that makes it harder for me to persuade people to link me.
So in the end, PR is important as long as many people still consider it important. And many people do. Having a high PR does not guarantee high traffic, but it makes getting more traffic easier.

It also makes losing more traffic easier.
There are also far too many ways and places to get a one-way link that reciprocal links simply are unnecessary.

Whether PR is helpful or not, Now, i am going to tell you a truth. The FASTEST way to get PR3 is buying a PR3 site.

yellow1912 I understand that having a PR0 site will mean some people won't want to link to you. But in all honestly if people are only wanting to exchange links with you based on PR the link probably isn't worth getting in the first place.
I'm not saying PR is meaningless. I'm sure it's in the algorithm somewhere, but Google has been moving away from it and reducing it's weight for years. Of course the toolbar PR you're seeing is pretty much worthless since it's only updated a few times a year and uses a different scale than the real PR that Google would use.
