Depends on the site, the target markets, and all of the variables associated with each marketplace. Some countries may need translation and/or localization; some may not. Your server may be easily reachable by the country in question; you may need a new one for the country-based TLD. You may be able to register a TLD based on that TLD's rules; you may not. You may be able to ship to that country; you may not.
In other words, there's almost no way you're going to get a straight answer for this question because there are simply too many factors.
The only advice I can give you is:
1) Do your homework and research on each marketplace as thoroughly as you can.
2) Repeat Step 1.
3) Repeat Step 1 again.
