Because external PageRank is only updated every 3-4 months and really shouldn't be obsessed over anyway. The big thing is that you're indexed and ranking for search terms.

just improve your link popularity and then use your targeted keywords as your anchor text that might help you rank on such keywords...link==PR so improve it and you might receive PR on the next update...
