First off, whoever told you to worry about PageRank gave you some bad information. Get it out of your head now, and never let it enter again. PageRank is nothing more than one of well over 100 factors.
Link building CAN be helpful if you don't obsess over the SEO factors and try to build your site to attract organic links (you'll need to tell a few people so a few requested links are necessary, but not as many as people seem to think).
In other words, build something useful that people will find and want to share as a resource, and tell a few people. If you've done it right, the web will take over.
