http://www.domain.com/?ref=referer

increase the page rank of:

http://www.domain.com/

or not?

No it won't

PR is url based and a URL with a referer is a different URL.

BUT as Toolbar PR is of no use whatsoever for anything it won't matter in the slightest.

It can matter for other more important things though.
