The most important factor in PageRank is getting backlinks from websites which has PR. Directory submissions is also the best in this case.

Nope. Some directories can help a bit, but not all of them, and not many. Other people who've been watching in more detail can explain why.

The best way to get other sites to link to you is to provide valuable information, or services, or something to that effect.

Submit your site in Free Directories and try to give it some one way links.

1. write good article and submit this article
2. search for good directory both free or paid ,and submit.
3. submit to DMOZ (http://www.dmoz.org)
4. paid submission to yahoo directory
5. buy links from sites that higher PR.
these are the way to get good one way link back and improve Pagerank
But for Search engine ranking is another thing.
