Probably because an awful lot of people do drive-by spam to promote their own site that looks a lot like your first post. Don't take it personally...
I thought you were asking the question, and not answering it. I've only read as far as Aaron Wall, but ... and I'm sorry to say it, but this kind of surprises me ... the article you linked to gives a much better answer than I would have come up with.
I'm using my site to promote myself as a photographer, and have spent the last ten years learning about the subject. The first bit of advice is to spend half your budget on books about your subject, and half your time learning from people with experience in what you want to do. That's amazingly good advice for someone who's starting out.
He also makes a point of not carrying advertising, building non-commercial but highly useful content, and marketing it any way you can. Basically, the guy is saying to work to earn the authority that builds a respected site. It's no secret that's the only way to be successful ... at least it shouldn't be a secret.
It's a long article, but it looks like it'll be worth my time to read. So far it's only confirmed that I'm on the right track, but I've just started, and hopefully there's something I haven't thought of in the rest of the story. So thanks for pointing this out.

Regarding the currency comment above, I would also take a look at the
industry the site is in to see if there are opportunities to give

I think Aaron Wall's advice is probably the best in the article. Also, it isn't as long as it looks; this is a blog post with 150 or so comments, so the tiny scroll bar doesn't mean you just found Moby Dick.

I wasn't a big fan of the article when it came out, and I'm not a big fan of it now, for one very simple reason: it promotes the idea that generic budgets can be established for SEO as a standalone module (as Hagans managed to sum up quite "nicely", to use a word loosely.)
SEO is not a standalone module, and there is no way that anyone can set a budget of $100, $250, $500, $X....regardless of what X is...and be successful in every situation.
None of this stuff addresses web design, site architecture, usability, customer conversions, or any of the other issues that make a site and a business what it is.
The only one that seemed to have any concept beyond just the SEO aspects was Todd Malicoat, who quite rightly pointed out the same thing that I just did.
Unfortunately, his voice gets drowned out by Hagans, Aaron Wall (who says next to nothing useful as usual, yet somehow manages to get millions of people to follow him like he's some sort of Godlike figure), and others.

well as for me, I would similarly hire some posters, submitters, writers. I hope I can handle all these three people working together and getting better results. This has happen before, so its cutting cost service for some clients.

I also read the article and found it particularly un-inspiring and have had better suggestions via this website.
So if they are experts we must be gods lol !!!
I am kinda of the opinion that good SEO is free anyhow, once you have a site up and running of course.

For 100$ (speaking from experience) most SEO experts would just look at your website and give you some tips and tricks about what should be done so that you can get started on the right path. For hands-on work there are more funds needed.

Yeah I think that's obvious. The purpose of my post was to show how much CAN be achieved with just $100 and what SEO experts would do when on a very low budget

You don't need a $100 to get a successful result for your website
In fact I will take the $100 and use it to buy a big mac, some biltong and some gas for my car.
A domain name and web hosting is all you need
You can achieve more with $0 then people that spend lots of $$$
