I would say start with friends that would want to post on the topic. Get a few strong followers, then instead of 1 person advertising/recruiting, you have several, and things will grow exponentially from there.

Offer bonuses for referrals. Silly things like points, cash, user titles are appealing to many people (especially who are new to forums; the rest of us roll our eyes lol), so offer that in exchange for referrals. Obviously if each person refers 2 people, then your site will explode with activity.

From there, post on other forums (don't spam though, or you will lose their respect instead), and depending on your site things like articles can draw in visitors. Once you have some content, things should expand naturally from search engine referrals, and word of mouth.
