vBulletin and phpBB used to be pretty close, but now there is no comparison.
With v3 of phpBB it is too little too late.

try the 1yr license itz the cheapest you mite get. But vB worth 100% more than IPB in support issues. IPB takes almost months to solve an issue while in vB it takes matter of hrs or some times even mins.

Ultimate BB by Infopop is one that is pretty popular as well, and would be my 2nd choice just below vBulletin.

I currently own several vBulletin licenses and plan on buying a few more by the end of the year.

MyBB

I like the support, the price ($0 kinda low) and its just got everything I need

If i had to go paid, I'd take IPB over vB since I prefer the look, but otherwise I'll continue using MyBB.

The difference between leased IPB and leased vB:

IPB ($70): "At the end of one year your board will continue to run but will be unsupported and access to upgrades unavailable unless you renew service."

vB: ($85): "After 1 year, you must renew your license or remove the software from your site. "

If you are on a budget, IPB is the best because leased is cheaper and you don't have to upgrade (although if you don't, you just asking to get hacked).

But vB's owned license is $25 cheaper.

I vote vBulletin just because I feel it is easier to customize then IPB. As far as free forum software goes I have to go with PHPBB.

I was using IPB before but after reading Lee's blog and hearing what others had to say, I switched to vB. So far, I have to say it's been good and the possibilities are limitless.

phpBB is such a target for script kiddies and hackers it is sad to waste time on it - I almost lost 2 very active forums when they got hacked - thank goodness for backups. I have moved to SMF since then and am constantly amazed at what I can achieve with it.
One of the websites I am setting right now is basically going to run off SMF with tinyportal being used to organise and display articles, images, blogs etc. Basically put, at the end, I will have a very configurable layout for the website and using SMF's SSi functionality and TinyPortals integration, also have articles which can be commented on in the SMF forum directly, actually have particular boards available as RSS feeds, have users have their own blogs and Gallery 2.0 galleries. All in all, an entire community all running off SMF. The help from the SMF & tinyportal people have been very nice and helpful - actually at times very patient on some newbish questions. In the end, it is a very powerful forum system which can help form community websites very well.

As far as phpBB goes, screw them for their uppity nose users who laugh at users asking for help - how long did they have to wait for their latest version which was promised for so long - phpBB left me very bitter for a long time regarding forums.

I would not consider a free forum software. I am a true believer in getting what you pay for ( to an extent). vBulletin got my vote. they are the best on the market from top to bottom. Are they perfect? No, they are not. Are they the solution for everyone? no, they are not.

vBulletin's biggest plus is their security. I feel safe going to bed without worrying about being hacked.

Their next biggest plus, in my opinion, is their modifications capabilities. At the same time, this is also their biggest downfall. They have people on their .org site that have submitted some pretty major hacks to vbulletin, and at times, that leaves very active message boards in a mess when the hack is no longer being developed. The .org side of things needs to be greatly improved. Thankfully, one of the moderators there found a problem with a hack that I use (last updated in 3.5.3) that allows me to use it in 3.6.

A professional hack area would be wonderful. I would happily pay for some things, just to know vbulletin was standing behind them. I have no problem spending money on things like this.
