People tend to join busy forums, so it's good to keep it busy at the beginning, even if you have to stimulate it, some how. In the long run, the forum will stay alive by itself. Hire some companies or hire a group of college students that will post a lot for a few.
I don't see it as cheating but rather as making the 'restaurant full' to kick start it. Nobody eats in an empty restaurant
