I've heard this and have also found this true myself. Forums don't have a very high CTR on average. I've ran many, many forums and this has been true.
What I recommend if your forum has seen a decrease in CTR is change up the Ads Colors. If they are not doing so well blended try then to have colors that pop-out. The forum user will become in many times blind to your ads because they don't stick out and they see them all the time, so its easy to pass by them.
Keep it fresh and try out new colors.
