We are running into an issue that because our site is about rating people. we require visitors to register and upload at least a photo of themselves. But so far, the visitors only register and don't dare to upload a photo. What can we do? and I need to drive more traffics too.

I guess you are just getting less than interested visitors.

Are you saying we are just getting people who are not interested? Then why they register in the first place. The problem is about uploading photo. No one seems to dare to.

If the "call to action" for your site is to upload a photo of themselves and the people you get don't take that action, there is two possibilities.

Your site is not making the required action and how to take it clear enough or your visitors are not sufficiently interested to do so.

Do you make it clear in your marketing pitches or advertising what is expected?
Do you make it clear on your site what is expected?

Do you offer an easy route to get an image uploaded eg Facebook style where you can get images from the users webcam directly and upload them?
Things like that make it so the users don't have to think about what they are doing and removes a few steps from the path YOU want them to take.

Ah chris, good point. We stated in the term & condition that a photo is required, chances are they don't read it.

Many net users today are too lazy! Make the uploading process as simple as possible. You can also do some "gimmicks" or online contest (maybe a photo contest) to attract more users.

A few ideas.

1. Make users not able to vote/rate with no image
2. Add daily/weekly prizes ( most rates given, most rates taken, best rated, figure theese out yourself... )
3. You should think over your idea about your site. How is that possible that in a site about rating people - users are afraid to be rated ? Seems weird...

Make sure the option to upload the picture is on the registration page itself.
