I have a digg-like sites for tutorials with it's forum, but I don't really know how to make it active... I have tried get my friends to use it but you know, it doesn't really work. I made a twitter account where I tweet updates and various news about the site.
Most of the tutorials on the site are made by me or paid for by me (Paid a guy $5 for 106 links). Only a few are from other people... I need something to encourage users to post links and use the forum, but I ran out of ideas... Should I pay for advertisement on some site trough project wonderful?

Well the site is soon 1 month old, and the definition of great site is different fore very person :P. I myself can't see any flaws, and I can't see any way to improve it more, therefore I ask other people what they think
If it is a new site then it will take time to grow, just keep working on it and sooner or later it will start to get active.
Well, the site is in a contest that ends in a couple of weeks. I know it can take time, but if I can at least get 1 or 2 to submit tutorials before the contest ends I would very happy, because I don't think I have a very big chance in the contest if everything is submitted by me, what do you think?

It's not like it's a "niche" area. There are several thousand "tutorial sites" around, most well established and populated.
You are ten years behind the game and being Yet Another Tutorial Site is not going to get you anywhere.
It will need a REAL advertising campaign to start getting anywhere, and that means spending money.

It is like you decided to open a pizza parlor where there are already a lot of pizza parlors. You divide the market up amongst yourselves. You have got to then resort to different gimmicks to capture a big chunk of the market....right?
work on forum posting.. you'll get backlinks
while learning from other members on how to
get traffic.. blogs, social networking and social bookmarking
may also help in increasing your visitors.
The best way to get active visitors by submitting fresh, relevant and unique content to hubpages, Ezinearticles, article base and many more try out and get better results for future.
