Useful content does bring members. They find one of your useful pages on a Goggle/etc search. Then they read more of the forum. Then they want to ask a question, or add something, so they join the forum.
Never heard of a forum paying mods. You'll get enough volunteers wanting big boots and a badge. Forum mods are mainly wannabee cops who could not meet the minimum height requirements.

The people who start the forum have to beg, borrow or steal some good initial content... or even write it themselves.

Seriously though, writing your own good unique content is a must.
The members you most want at the start are those who will either (a) post valuable info, and/or (b) post frequently and half-way sensibly.
They will almost certainly already be active on other forums. You can catch such valuable members by attracting their attention on other forums by your brilliant and/or witty posts. They then see from your sig that you have your own forum, and they take a look.
There must already be something there worth reading. If they spot that it is all stale content that has been stolen from another forum, they will not stay.
