I've started up a new forum called North Korea Forums, however, with my experience of starting up forums, it seems that forums either take off rapidly or under go slow growth. The latter seemed to affect many of my previous unsuccessful forums, and with slow growth people were put off due to lack of activity also.
What would be your best method of promoting these new forums?
Please make suggestions other than SEO, I've got that covered.
So given your experience of unsuccessful forums the question is:
What are you going to do differently?
After all what's the point of failing if you don't learn something from it!

Wait untill north korea starts using its nukes on south korea and america then copy and paste the news on your site like crazy as cities are destroyed.
I can't really understand the point of your forum. Is it for North Koreans or for people to moan about North Korea, or a social commentary forum? All of the above? To me it just seems a bit of a weird idea for a forum.
Who's it aimed at? Who are you expecting to use it? Answer that question and you are halfway to a sensible marketing plan.
