TWD, what type of business or website is it? My site is a humor site and when I started I used offers to get people to join. The first 5 who joined got a 2GB thumb drive if they suggested the page to their friends. Then I was at a meet up for another website group and offered to buy a beer for people that joined up and invited their friends. People were more than willing to do it, I mean, come on, FREE BEER! Then I ran a contest on the site, kind of like a scavenger hunt. The winner got a $50 Visa gift card sent to them. The scavenger hunt worked well because it made chatter in the facebook page but also had people hitting pages on my site increasing my page views/ ad revenue. If you want to boost your numbers quickly you can buy fans through some of the standard channels but that will only give you a number for street cred, nothing really useful. I've managed to stay away from that and tried to focus more on organic fans.
Most importantly, put the facebook widget on your site. If someone happens to find your site you want them to know there's a facebook page, don't make them go look because as we all know most users are lazy so they won't look. Don't waste your time with facebook ads for your page. The conversion rate I've seen from many people is about 3 "likes" to every 10 ad clicks so you'll pay out the butt for those 3 people and probably won't make your money back.
Another thing to try, and this is kind of low but it works, is find your core audience. If you know your ideal demographic then go to them. Let's say you want teenagers to like your page. Go to existing pages that have thousands of fans and a lot of chatter going on like a Justin Bieber fan page or whatever the kids are into these days. Then post something from your site that may interest them on that page or post a link to your page with some kind of message to interest them. You'll get some traffic to jump over to your site real quick.
