Page Rank maybe is 4 but if you look closer for example with the help of SEO Moz tools you can see that this domain is way below PR 4 right now. So during the next PR update it will have no more than 1

No one can guarantee page rank will be retained after a google update. Google decides this so there is no way to know.

Links can be submitted to this directory for free, so whether the page rank changes in the future (either up or down) is not relevant.

Such sudden decrease in the PR is mostly found when some one uses black-hat SEO technique to get the high PR rapidly.

How does one 'just launch' a PR4 page? Doesn't it take a while to build up PR?
