There just aren't enough questions about JSP/Java to warrant a dedicated forum to it. You could always ask in the Coding Forum, which serves as a catch all for any language without a dedicated section.
I assume if there was enough discussion to warrant it, Tim and Lee would be fine with creating a JSP/Java forum. The threads have to come first though.
