I create a new website "Web Tools for Free" . Its offers several free tools for webmasters. Where can I post about my new website?

You can place a link in your signature. Otherwise if you start a thread just to promote your site it will likely be deleted.

yeah forums is the best idea especially if your promoting a web tools, try to introduce it in seo forums and webmasters forums.

I don't think this was an appropriate answer to the question at hand. He was asking where he could post about it on this forum, not any other.
