For the user title, yes, it does depend on post count; you have to have 250 posts.

Hang on! Now testing something... if I go to THAT thread, I can insert images... but I can't insert images on THIS thread. On THAT thread, the advanced editor shows me an insert-image icon next to the insert-hyperlink icon, but on THIS thread it does not.

That doesn't make sense! The software is punishing me for something!

Some forum sections and category"features" can or have been disabled by the techs/owners and administrators.

Such as:
When we had a ~~spam magnet~~ link exchange forum live linking was disabled there.
The introduction forum does not increase post counts
