I know this forum is opposed to major changes (notice the emphasis of 'Minor" in the title), but there's still a few things that are doable which don't drastically alter the construct of the forum. Two things that came to mind for me were:
1) Remove the "We share ad revenue" link in the black navbar from the homepage (it's there when you're not logged in) amongst the other places it states it shares (like the welcome message).
It'll probably reduce confusion, and more importantly, spam and junk posts.
2) Also, make the [code][/code], [php][/php], and [html][/html] tags more visible, preferably inside the appropriate forum descriptions, aka where it says:

That way, more people will know of their existence, and likely use them.
