I've seen we've been getting quite a few new members recently, which is great. Even better, in the last few weeks, there are quite a few more regular posters too (some people I don't even recognise have a high post count  )
Anyway, it's obviously not always the case, and some come just for PM privelages etc, and evidently make useless posts just to gain these. I've also noticed some new members don't realise there's a new member's subforum until long after they've joined!
I think it'd be a good idea to automatically send a PM to new members, with a condensed version of the rules (so they read it, but linking to the official ones) and an explanation of the 5 post minimum, as well as the fact it takes some time for the privelages to update (a virtual cron job every so often I understand).
Not sure why this hasn't been done before; I've seen it done on forums before, although whether or not it was vBulleting I'm not sure.

There is a plugin that does it nicely, I will use that.
Included is a welcome, a link to the rules, FAQs, mention of special rules (like the PM usage and sigs) and other items of general interest. I even mention the member map!
