I noticed in a post in the general section that Webmaster Talk has a registed IRC channel, the only problem is it is not being used.

Having been on many forums and communities I have seen how IRC can be used to great affect to supplement the main site by holding events which are difficult in the static context of a forum e.g. community meetings, live question and answer sessions and general community interaction away from the post and wait environment of the forum.

I have been hanging around the channel all afternoon and immediately I was struck by the fact that the channel didn't have a topic set, if you have it flaunt it so to speak.

Perhaps holding a few little events to gauge response might help the community branch out more? Possibly moving the channel to a smaller, targetted network like devhat.net might encourage a few more long term members to join.

These are just a few thoughts so I will leave it up to the community and staff to tell their responses.

I agree here, too. I've seen a couple of forums that turned only into chats because that's where everyone went. Then when someone new came in with a really "noob" question, they were almost flamed out because everyone there had already answered that question a few different times and they didn't want it again.

For searchable content, you can't beat the forum. For just general conversation, then a chat is good. You still might find st0x on the IRC channel.
