When people prefer dynamic web and alot of people have dynamic websites then why people purchase HTML coded template. Do they purchase for a static web?

I want to say if a person wants to have web in wp then he will purchase wp template. same in phpbb or whtever CMS he/she is using. So if people purchase html template is it mean that they want static web?
