I was thinking more along the lines of: "wow! Cheap template"
Here Nick, Go check out some photoshop tutorial sites such as good-tutorials.com or tutorialized.com and then try to mimic some other sites you think are eye catching or pleasing to the eye.

IE. If you see a site that looks good, try to look at every detail of the site to see what makes that site look good and try to go into photoshop and mimic that.

First try some simpler sites that are easier to identify key elements of each page such as Digg.com or even webmaster-talk.com. Identify the logo, every gradient that defines the sections, background colors and color schemes, the shadows, the borders, everything.
Afterwards, look for a tutorial that teaches you how to 'slice' images in photoshop. This will help you create multiple smaller images that you can then put together in Dreamweaver using (X)HTML.
Then once you have completed a design or two, post a screenshot or a link to it so that we can check it out and let you know what we think. There's more to web design than just colorful text these days.
Good luck to you!
