Im having trouble visualizing how exactly PHP and datebases work. Would http://ezinearticles.com/ be an example?

Im trying to organize my content as such: 10 articles per page, 6 pages of 10 articles. What I don't understand is is PHP and datebases used for this kind of function? I want to have the page numbers at the bottom (Page 1 2 3 4 5 6) without having to hardcode HTML. In addition I want to be able to add content without having to manually move all my content that was hardcoded down. What is this basic form of organization called? I would like to google a tutorial so any key words help

I sincerely appreciate any help and I apologize if this is a total noob question.

Yes, PHP and a database (e.g. MySQL) can do that. That's called a Content Management System (CMS). There are many free ones available, like Joomla and Drupal, that you can install with little or no knowledge.

The page numbers you ask about is called Pagination. This is a process in where you limit the returned results from a database to present in multiple chunks which produce pages for navigation.
