yeah, first of all you have to tell us what your server supports, i.e. server side language. Like what I said earlier... That it is what connects to your database to do things like user registration, login, etc...

You can do that in pure html. Or javascript. Make a user name text box, a password text box, and a hyperlink that says "Click here when you've logged in, to go to the membership area".
