need some help about special chars into mysql (utf-8 collation) like %3E < .... How i can insert it unchanged into databse?

Depends of the db you use...
But the first step is to have it configured to use a unicode encoding (utf-8).

Enclose them in quote marks?

and < isn't a "special character" in SQL

Your are not telling that in which db you want to insert a characters. Please first tell the db you want. For that you can also take the help of google. It will give you a proper answer....

Do you use PHP script, or do you insert the data right via phpmyadmin or similar tool? PHP has lots of functions to handle symbols.
