"Thick" or "fat" client is one that does not require a central server, but the application and the data would be on the local machine.
PHPMyAdmin is a webclient that would run on the same hardware as the database server.
What you require is a thin client as an administration tool, such as HeidiSQL or SQLYog
The MySQL user will require wilcard host access and port 3306 must be open through the server firewall.
