It fluctuates because of the load sharing that google uses with their datacentres.
Each time you query google's index you could get results from a different DC. In this case, it sounds like 2 DCs (at least) are involved with the index at each in different states.
One has pages that rank higher than yours.

This is one of the reasons we keep on reiterating that

Rank checking is useless!!

I'm sure this has absolutely nothing to do with your problem, However I have been conducting some tests on Keyword Density %'s in order to support a Red Flag Theory.

Could you post the URL to the site that keeps getting Bumped Please. It may or may not prove useful in my research.

Ok, It appears that your site & my test have Nothing in common.. you only have 1 word at 6.15% which is over my current 5% test results so far. I am still awaiting the results from my 6% bracket wave.

I did notice that you are in the google index: http://www.google.com/search?q=www.o...B_enUS230US230

I also noticed that you don't have the robots meta tag, so I assume you're using a robots.txt instead.

If not, I suggest adding the: <meta name="robots" content="index, all, follow" /> Tag with your other meta tags to help instruct the bots what to do with your page (Just in case). it couldn't hurt. Its said that a bot is automatically configured to spider everything unless told differently, however I have been hearing more & more reports from individual webmasters lately that most of there sub-pages aren't indexing.

Granted it could be other reasons like: Duplicate content, Unfriendly inbound linkage (E.g. - Link Farms, Web Rings, Traffic Exchanges, etc..) & more.

I think <meta name="robots" content="index, all, follow" /> Tag is useless.
It may be useful if you want to specify "noindex" or "nofollow" or "noarchive", otherwise by default the bot will crawl the site.

actually <meta name="robots" content="index, all, follow" /> is the wrong syntax anyway so is invalid.

If you need to control the search engine robots & don't agree with a robot tag, use a robots.txt file or modify your HTAccess file Atleast. It is more widely supported and is not ignored as the tag sometimes is, as you suggested. Many people are concerned that if a bot comes to their site through a subpage and not their home page, the robots.txt file will not be read. This is false. The robots.txt is read each time a good bot comes to a new domain. You can verify this through your web logs.
