Damien in general you want to link to other pages and sites because you think they add value to your visitors. If you do that you shouldn't have to worry.

No matter what the PR of the other site is you should be linking to the site using rel="nofollow" if you are so concerned about the PR.

Well may be or may be not. If both site are relevant then not to worry but if they are irrelevant or a link from bad neighbourhood it may be.

If you trust the destination of the link and you didn't sell the link, there's no reason to nofollow it. Putting a nofollow on the link means that the recipient doesn't get your "vote" and distorts the "democratic nature" of the web.
