You can't? But does that mean this guy is lying? I would be incredibly shocked to find out that the poster in question was less than truthful, especially with statements like this:

In other words, he'll guarantee your ranking, tell you he'll do it cleanly, but won't tell you what he did. Uhhhhhhhhh huh. Riiiiiiiiight.
As far as your site goes, the best thing you can do for Google is also the best thing you can do for your freelancers: get as many projects as possible. The more projects you have, the more activity your site will generate and the more valuable it becomes, especially in terms of getting quality inbound links (the kind you don't have to ask for).
You also have some issues involving your design as well (tabular layout, somewhat dated, grammar and spelling could be improved), but the big one is the project one.
