If your site is NOT online, then what are you going to submit?
If you are telling that you have newly registered (parked) domain,
then why even bother ...
Your site needs to be hosted somehow; if it's not accessible over the internet, Google won't be able to see it. That can be the type of hosting where you pay $5 a month, it could be free, it could be off your own server if you have a T1 connection ... but it has to be reachable by http.
