The search engine devs probably do

Yes youcan get penalised for duplicate content, especially if it's happening on a large scale such as simply duplicating whole sites on separate domains. I'd think though that the odd bit of duplication wouldn't hurt you, an example being if you accidently duplicated the same article on your site (it can happen especially if you have multiple authors).

Google says there's no penalty, like the sticky announces. Matt Cutts has also hinted that if they can tell the original source, they'll transfer any ranking power copies have back to the original.

I'd be more concerned with whether the author and your users are okay with cross posting.

I don't really like duplicate content, you should avoid it at all costs as it's only proper and not your own work...unless your duplicating your own written content

Google follows a monopoly to keep SEO industry in dark. Duplicate content penalty could be more like suppressing your Seo rankings. Duplicate pages do not receive any page rank, and ultimately result in low rankings of overall website.Duplicate content is severly effecting websites around the globe. Several times it is observed that content copywriters copy paste content from other websites, and website owners have to face the brunt of duplicate penalty.

The question here is not of copyright, but the real question is about duplicate content. We have observed websites with copyright material getting into supplement index because their competitors simply copy-pasted their material on several different websites.
