This should be listened to.
For example, http://dojotoolkit.org has a PR of 7. My site http://willcode4beer.com has a PR of 4. Run a google search for "dojo tree" or "dojo tree widget" and the source of the dojo toolkit is at the bottom of the page. My site is at the top.
Why? who knows. But from emails I've received, I think it's because I helped people to understand how to use the widget and the dojo site doesn't.
No directory submission, no article sites. Just simple content, and a little social networking.
Moral of the story, worry about making useful things and forget about PR.
