I have been spending ALOT of time getting backlinks, and also buying them. The problem is that I have only 15 backlinks showing when I do
link:www.neorunner.com in google. When I do allinurl:neorunner.com it comes up with 372 (a few of which are internal links). My question is; how long, if ever, will it take for google to register these other backlinks? Some of these backlinks have been up for 3+ months, but most are within the last month.

Any proper information would be greatly appreciated.

If your site is new, it is reffered to as sandbox. This means that it is such a new site that higher PR links are not counting yet. When Google ranks sites it is not done in real time they are updated about every 30.

So if you bought a PR7 home page page link somewhere the link isn't counted in your PageRank rating, even though the link from the site has probably already been indexed as PR7s are indexed very often.

If you have a brand new site it might be PR0 for the first 90 days and then One day it will just be PR5 or PR6 depending one where you bought links.

My site has been around for nearly a year. It has a PR of 4. I don't discount what you say, I just don't think that is the case here, as my site is not new.

We have similar issues with google. We have purchased links on sites and have never seen them show in google, however all the other search engines pick up on those links and other links that are high PR's and even lower ones as well.
Our site has high rankings for some of our keywords but we are virtually invisible for our main ones. We have been around for over a year and a half and get daily visits. It's all a big mystery..
