First of all, it's been announced that PageRank is the "heart" of all Google technology. It can be found in here. So I think it's not really an good thing to ignore it.
Next is Google uses a lot of data center based on your location. For example, if in my case, I will be auto redirected to the HK data center when I key in "www.google.com" in my url address bar. I believe this is to reduce the load of the data center and providing localized searches.
PageRank's technology is not released except the very first version but it should evolved from the first version. IMHO, Dropping in PR means that most likely you having being violating Google's rules or, other websites have "pushed" you down.
