First off, Google doesn't rank web sites it ranks web pages
second;
Google (the search engine bit) has absolutely no idea how much or how little traffic any particular page gets.

We don't know the algorithm, but consider this: if that was a practice Google employed, it could be so easily gamed that it'd make Google a lot less relevant than it is right now. That said, the answer is very likely "no."
To google,PR and back link is very important.but please note PR and back link is base on your page ,not your site.so if you have lots of traffic ,but have no pr and more good back link,there will be little traffic from google.
