The benefit of commenting on a blog post is that - you contribute your voice to the conversation
- other people respond to your comment, helping you figure out if you're right or not, and what might need to be changed
- you're showing the person who writes the blog that their ideas are being considered, and that their work (writing) is appreciated.

Chris hit on the other point I wanted to make. Google doesn't care. They just measure and calculate. No emotion involved on their part.
If it was my blog, I wouldn't care if somebody tries to leave comment spam, because Akismet would catch it and prevent it from being shown in the first place. Or, if it doesn't, I'll mark the comment as spam. If other people do the same, it winds up on Akismet's blacklist. Not just the body, but the URLs being linked to, and the IP address.
So, ultimately, this isn't a good SEO strategy. A wise man once said that links aren't optimization, and he was right.

I think blog commenting is a great way not only to build links but also to network.

Could people try and purposely get their competitors links blacklisted?

Nop, Google wouldn't be happy nor sad on blog commenting. Blog commenting is a way to gain quality and relative BLs, provided that it was a do-follow blogs.

Only if their competitors are commenting on their blogs. In WordPress, when a comment comes in, you can either approve or unapprove it ( depending on your moderation settings), but you can also mark it as spam. When some number of people mark comments with the same "footprint" as spam, they'll be blacklisted in the Akismet system. If competitors don't comment on each other's blogs, they'll never get the opportunity to submit those comments as spam.

Apart from my morals, what is to stop me buying over the counter blog spamming software and putting my competition's website in there to get them black listed?
Not a big problem for 99% of websites but if an unscupulous seo see's that a website is getting really good rankings by all the quality one way links from people naturally linking in blog comments. Could they use this tactic to get the competitors URL blacklisted and lose rankings? Perhaps they would gain rankings? Heck know's there are enough spam bots out there, they can't be doing solely to drive webmaster mad.

Your IP address. Heck, even through a proxy server, that's true, because it isn't your IP address, so much as the fact that it isn't the site owner's.
Also, I think there's some confusion. I don't have the power to blacklist you in Google. Even if there are 1,000 like me, we don't have that power. We do in Akismet, probably. If some number of people all submit a comment as spam, the URL it's signed with, the IP it comes from, and other things about it, will make it to Akismet's blacklist. When that happens, the site won't be able to post comments on WordPress blogs anymore. That won't deindex you from Google, especially considering WP is nofollow. ( You can modify your WP installation to "dofollow", but 99% won't.)
Also, if I submit 1,000 spam comments from the same blog, or from the same IP, that's different than if 1,000 blog owners all submitted comments as spam. Not that I know if 1,000 is the right number, but just as an example. The only way you can expect to get enough "this is spam" reports, is if it really is spam.
And the point to bringing this up, was that if people are only leaving comments hoping for a backlink, most of them will write spammy comments. Blog owners will mark them as spam, and Akismet will see to it they can't leave further comments. This has almost nothing to do with Google - just with the strategy being asked about.

If you post a natural comment in authority site and that site has not nofollow it is good back links.

I'm a blogger and I think the main benefit of posting a comment is build network and rapport with bloggers.
If you can leave some good comments that contribute to a blog, most likely the blogger will pay attention on you. then you can send an email and make friends with them. this is what i know about blog comment posting

Nothing is going wasted if we posting comment on any useful and timely updated blog then it cached by Google and visible in search engine result pages by related keywords.

You are helping other people who read that blog, if your comment is a worthwhile read. If it's a really good post, the reader might be tempted to visit your site.

For me, a comment is just a comment. If you voice your opinion, then that's all that matters

Well, I think the spammer will be happy if your blog is dofollow and not Google.
