Nope grey toolbar PR does NOT mean banned, it simply means that the Google index does not contain the page you are looking at.

Start a new thread here and look at the useless green bar, this thread page probably has a grey display as well currently.

the site is new = grey;
the page is new = grey;
the toolbar is broken = grey;
your firewall or internet security software on your machine / network blocks outgoing requests = grey;
the datacentre the toolbar queried doesn't have the page indexed = grey;

Check the cache of your website. Is your website new? If it is new then no problem. New websites takes time to get page rank. If it is old and grey pr and not in the cache of google means your website has been banned and you will not receive any traffic from the google.
