Is there a way to use a feature on Google to determine which sites would generate the best back links for you in terms of Quality?

(still very new to the SEO game myself, and could use some advice)

You don't want to judge a link from Google's point of view but from a user point of view. Will the visitor of the website want to click on the link pointing to your site? Will it benefit them? Will the link bring you targeted traffic?

those are the true questions to ask yourself when building links.
