Previously, my blog has PR 2... now.. its only PR 1...
I felt sad... Anybody experience the same?
I knew i got locking in link building it due to having prioritized on my other website.

No, All of my sites have PR4, I like number 4 so fixed it to be on all sites that way, now every of my site have same importance
Why are you sad? Have you lost your visitors because of this update, are your rankings dropped? If not, than there is nothing to worry about. Actually, few years ago, my sites had PR6 some PR7, now they are PR4 (I didn't checked all, but they are..), and my visits or rankings didn't drop...so...

IT'S A FLOATING POINT VALUE CONVERTED TO INTEGER

A value of 1 might actually be 1.49999999999 and a value of 2 might actually be 1.50000000000
So WHY would you care about an insignificant change of .0000000001 ????

I thought that PR is calculated this way: 10^2 backlinks=PR2, 10^4 backlinks=PR4....

Hehehe come on, everyone got at least a 'little' excited the first time they got a website to display a higher pagerank.

I lost a few PR for some of my sites as well but I am more concerned with SERP than PR. its ok for me to loose some PR but not the SERP.

my blogs PR drop to PR 1 from PR3, but my main concern is my site's ranking in SERP which is quite stable now!
