What's going on is Google is updating toolbar PR. For most people concerned with SEO that should result in a big "yawn" since it's really not important what PR the toolbar shows for your pages. It's absolutely something you shouldn't spend a moment worrying about.
If you market your site well, your marketing going to include building links into your site and creating the kind of content people want to link to on their own. If more and more web pages link to one of your web pages, then the PR of your page is going to go up. Regardless of whether your PR goes up or not, it's still a good idea to be marketing your site and having more links pointing into your site. The actual number the toolbar shows as the PR of any page of your site is completely irrelevant to your ultimate success.
If you spend your time focusing on what PR the toolbar shows for your pages, you're missing the big picture. You're measuring success in terms of an arbitrary number.
Focus instead on things that matter.
